Unfortunately most of popular PR checking tools are unable to detect the fake PR. samdar is asking Matt Cutts and Adam from Google web spam team to fix the problem.
The steps on how to cheat PR and make quick profit.
1) Redirect a newly registered / dropped domain to a high PR site.
2) Once PR is acquired they remove the redirection.
3) Quickly host a wordpress and fill with some content.
4) Allow Google to crawl the site.
5) Sell it at a good cost.
The site http://www.spasat.com is revealed by redirect http://www.universitas21.com for PR 10. Although it’s a fake PR web directory, the listing fee is really not cheap (Featured link:$107.50 / Regular links:$57.50). Not sure how many people have submitted their sites to this directory, i highly recommend all of you to request refund via Paypal and contact its web hosting service and Google to take further action. It’s a fraud anyway!

Eleven people, including the founders of three of the largest online poker companies doing business in the U.S., have been charged in the largest crackdown on Internet poker by U.S. authorities.
Eleven people including the owners of Full Tilt Poker, Absolute Poker and PokerStars were charged with violating U.S. anti-Internet gambling laws, according to charges filed by federal prosecutors in Manhattan.
